Air Combat Command Administrative Record Information Repository
For each site in the Environmental Restoration Program (ERP), an Administrative Record must be established and maintained. An Administrative Record is a complete file of all documents that support the selected cleanup action. For each site, this file must be available for public inspection and comment during the appropriate public comment periods. To keep the public informed about cleanup actions at a site, portions of the Administrative Record files and other relevant data are maintained in an Information Repository. Typically, the Information Repository is maintained in an easily accessible off-base location (e.g., local library or town hall).
Implementation Strategy
Headquarters Air Combat Command (ACC) has developed a standardized format for the Administrative Records that are maintained at all ACC bases. Having a standardized format allows ERP personnel to easily locate information in each Administrative Record. Each Administrative Record contains six types of documentation:
- Factual information and data (e.g., site investigation report, chain of custody forms)
- Policy and guidance (e.g., technical literature, memoranda on site-specific issues)
- Public participation documents (e.g., public notices, newspaper articles)
- Enforcement documentation (e.g., administrative orders, consent decrees)
- Other information (e.g., health assessments, natural resource trustees notices)
- Decision documents (e.g., record of decision)
These hard-copy documents serve as the foundation for selection of the response action at a site. Also, they provide the opportunity for public participation in the remedial process.
ACCs Success
The Administrative Records are tools used by ERP personnel, base commanders, regulators, and the public to facilitate site cleanup. All ACC bases have complete Administrative Record. ACC encourages public use of these resources. The Administrative Record files have been used for ERP projects, allowing contractor personnel to access and review historical documentation easily.
AR updates are planned from FY02-FY25, extending past FY25 as necessary. Since FY01 the plan has been to update the Administrative records every three years.
Rotating bases every three years allows for each bases AR to be updated to either precede or coincide with ESOHCAMPs. In FY03 the Information Repositories were placed on the World Wide Web.
